On May 28, Speaker of the Chamber of Deputies, Hugo Motta, stated that he expected the bill’s rapporteur, Congressman Aguinaldo Ribeiro (PP-PB), to present his report to the committee on Tuesday, June 9.
“If we are going to vote on AI, then we will indeed vote on AI. We want to vote on AI this year. I am working with a June 9 timeline so that Congressman Aguinaldo can present the report,” Motta said at the time.
However, according to senior congressional sources and members of the Special Committee, there is still no decision regarding the convening of a meeting to discuss the proposal. Behind the scenes, the prevailing assessment is that Motta’s timeline is unlikely to materialize.
The delay reflects the ongoing difficulties in building consensus between the Chamber of Deputies and the Senate around the bill. For the proposal to return to the Senate, it must first be approved by both the Special Committee and the Chamber floor.
According to sources involved in the negotiations, Aguinaldo Ribeiro’s strategy remains unchanged: he intends to put the report to a vote only once a minimum level of political agreement has been reached with the Senate. So far, that condition has not been met.
