Tuesday’s meeting of party leaders in Brazil’s Lower House ended without any decision on the vote of Bill 2338/23, the country’s proposed regulatory framework for Artificial Intelligence.
During the meeting, the government’s leader in the Chamber, Congressman Paulo Pimenta (PT-RS), stated that there is still no political consensus around the bill and stressed that the lack of an agreement has prevented the proposal from moving forward.
As we anticipated in Monday’s report, despite Speaker Hugo Motta’s public statements indicating that he would seek to advance the bill, another postponement was already the most likely outcome given the persistent disagreements among the key stakeholders involved in the negotiations.
In TechReg’s assessment, the prospects of the bill being approved in 2026 have become significantly more remote.
As Brazil enters the electoral period, Congress is expected to slow its consideration of complex and politically sensitive legislation. Once the elections are over, lawmakers are likely to shift their attention to a new legislative agenda, leaving only a very narrow, if any, window for the AI Regulatory Framework to be approved this year.
