Por Equipe TechReg.
Brazil is developing its battery energy storage market. The country’s first auctions dedicated to Battery Energy Storage Systems (BESS) will take place in December 2026, while key regulations governing this market are still under discussion.
For international companies, this is an important time to assess opportunities in the Brazilian market and closely follow regulatory decisions that may impact their investments.
TechReg Consultoria supports companies throughout this process by combining regulatory intelligence, government relations and market entry strategy in Brazil.
Our services include:
- monitoring developments at MME, ANEEL, EPE, ONS, CCEE and BNDES;
- analyzing regulations and their impact on business models;
- preparing and advocating regulatory submissions;
- identifying key stakeholders;
- engaging with government authorities and industry organizations; and
- supporting the identification of local partners in Brazil.
The Brazilian Market
In December, Brazil will hold two auctions to contract power capacity through energy storage systems.
Winning projects will be awarded 15-year contracts, with the supply period beginning in August 2028. Projects must have at least 30 MW of capacity, be capable of supplying power for four hours and maintain a minimum 85% round-trip efficiency.
Market interest is already reflected in the volume of projects registered with Brazil’s Energy Research Office (EPE): 6,091 projects representing approximately 296.8 GW of capacity.
The first auction, National Storage, will take place on December 2 and will require compliance with local content requirements established by BNDES, Brazil’s national development bank.
The second auction, General Storage, will take place on December 4 and will allow projects using either domestic or imported equipment, creating a direct opportunity for international manufacturers and suppliers.
The Rules Are Still Being Defined
ANEEL, Brazil’s electricity regulatory agency, is currently discussing auction rules, contracts, requirements and participant obligations through Public Consultations No. 22/2026 and No. 23/2026, which remain open until September 14.
Issues under discussion include financial guarantees, contractual conditions, project ownership transfers and the allocation of the Reserve Capacity Charge (ERCAP).
For companies planning to operate in Brazil, following this process provides an opportunity not only to understand the rules, but also to participate in the regulatory debate while the market framework is being developed.
How to Enter the Brazilian Market
TechReg acts as a local partner for companies seeking to enter and expand in Brazil’s energy storage market. We monitor regulatory decisions, represent our clients’ interests before key decision-makers and support the development of their institutional strategy in the country.
Although project registration for the 2026 auctions closed on July 31, market opportunities extend beyond the projects already registered.
Battery and equipment manufacturers, system integrators, EPC contractors, investors, financial institutions and technology providers can establish partnerships with existing projects, develop their presence in Brazil or prepare for future procurement rounds. International companies may also consider strategies involving equipment imports, local sourcing, joint ventures and the establishment of manufacturing operations in Brazil.
